How to apply the preemptive strike in ofice policy?

Hello sir/Madam,

I am Mimi, an History MA student living in Hong Kong. I am so interested in know more about philosophy and something like that.

I heard a term call preemptive strike in recent months. I think it is good term. I like it. I think this could be used in office policy. However, in our dailylife, we can't fight others but we have to remove the potiential enemy peaceful and the main point for me is that, if we have this thinking, we could protect ourseleve and would not be hurt by others in an office or in human communication.

Could you mind explaining the history of preemtpive strike ,how did it apply and do you think it could be applied in office policy? In my opinion, the international relation is same as human relation because both of them are from human desire.
