Absolutely. If they aren't capable of containing themselves with the amount they drink, then they shouldn't be drinking that much. When some people drink they are basically turning themselves into a bomb. If they aren't prepared for the consequences of blowing something up, they shouldn't have lit their own fuse.

Nobody needs alcohol to function, and you cannot have a physical addiction to alcohol. Thus any "addiction" is no different than a craving for anything else, like soda.

NOBODY is born addicted, and NOBODY is born an alcoholic. People CAN be born with very low self control, and personalities that make them more susceptible to becoming an alcoholic. But they can always choose not to drink.
A law is a law, and it's not ok for anyone to break one and be given an exception.
