Either get rid of any Wall-2-Wall carpets you might have or move to a place which doesn't have any.

Its a circular process

1Get ridda fleas on the damn dogs

2Clean the house

3Get ridda the remaining fleas on the damn dogs

4Clean the house better

5 repeat steps 1-4 until fleas are gone for good
