I just checked the "View your posts" category on the Home page, and find that there is an arrow and a folder(?) by the latest entry under "Topics" list (query about Python22).

What does this mean?

Tom, it means that there have been new posts in that thread since you last logged in or opened that thread.

Just as an FYI, if you place your mouse cursor over any of those icons you shoulod get a text box that tells you what the icon is indicating.
