Nature has shown us that incredible order can be self-organized if the individual rules are simple and reliable enough. However I agree with you that when it comes to governing more complicated processes such as large masses of people, a hierarchical control is most efficient. But the goal of a society is not merely to maintain order. If that were the sole goal, then the entire world would just commit ritual suicide and there would be perfect order from then on. Obviously we want a balance between order and freedom...and you have not made a strong argument that your position on this dimension is the best.
