Hello! On February 27 Michael McConnell, current National Intelligence Director, said before the Senate Armed Services Committee, "Many nation states are unable to provide good governance or sustain the rule of law within their borders. This sets the conditions for creating 'failed states, proxy states, terrorist safe havens, and ungoverned regions that endanger the international community and its citizens.'"
Well, I think Mr McConnell said the basic thing but it is not all actually. There are few people who know that US President administration together with US intelligence service has formulated a document legitimating interfering of the US - without any authorization by the UN - in the internal affairs of a country recognized as "failed and insecure" in terms of terrorist organizations. By the way this document has already been sent to Congress for debate. As you may understand, the document targets such countries like Iran, Syria, Somali, etc. At the same time no one will argue that it is the US itself that creates "instable" states like for instance Georgia and Albania. People who keep in the picture of global politics are well informed that such countries are the real terrorist threat for their neighbors and even the whole region they belong to. So, this is why the US itself is the major threat to peace in the world. Strangely, not many people want to accept this irrefutable truth which allows the US proceed its divide-and-rule strategy.
