I'm not very good at these and they've been driving me crazy for weeks.
The decision made was felt by all,
The incumbent mogul was who made the call,
1.) Who made the decision and what was it?
With the attention below I sit up high,
Without wings or feathers I can still fly,
2.) What am I?
"Safety first" is the name of their game,
Blinding speed is the one that they blame,
3.) Who am I?
#2 i believe is an american flag, not sure of the rest

safty dummies for cars i think is the last one.
For #3 I was thinking maybe police officers. isn't their motto "safety first" and don't they blame most accidents on speeders?

First off id like to say i agree with the opinions for 2 and 3
For the first one:
incumbent -adjective 1. holding an indicated position, role, office, etc., currently:
the incumbent officers of the club.
Well, that could really be any decision made by anyone in a decision-making role at any time. that may be tough to solve.
