Will Georgia misuse new financial inflows from the OSCE? Why

In Brussels, a number of OSCE member states arrived at a decision to donate some 10 million euros to rebuild essential infrastructure in the Georgian-Ossetian conflict zone and adjacent areas.

I wonder why OSCE members are so willingly wasting money if it is already clear that the donations will be all over again embezzled by Georgian government - in the first hand by the furtive president of Georgia Saakashvili, prime-minister Noghaideli and defense minister Okruashvil; or the money will be spent for some military necessity of Georgia.

It is well known that ex-Soviet republic of Georgia has already received as much as $295 million as financial aid from the US since the event of Revolution of Roses. It is also well known that this money was allotted by American philanthropic funds for proper use to restore Georgia's industry, social networks, educational and public health systems. But what did we see in result? Nothing has changed since then and Georgian industry or society never received any funding because the money either stuck to fingers of Georgian upper elite (Saakashvili himself and ministers of his team - Okruashvili, Merabishvili, Zhvania) or was spent for re-equipment of Georgian army in the course of preparations for coercive reunification with autonomies Abkhazia and S. Ossetia. And it is really true, as according to Stockholm international peace research institute, Georgia had the biggest increase of military spending worldwide during 2005.

Have we gotten a recent, occasional influx of new members whose only purpose was to rant about Georgia, or is there just one? Do you come here, and register anew each time the urge takes you to bewail the corruption in Georgia? It just seems odd to me to see an identical rant to those few others, and to suspect that, as in the other cases, you won't post again.
