Hi Roseangel, welcome to the forum.
A similar riddle about up/down/over/under and not getting wet was; an egg in a duck.
In your riddle, if you took water to be in a dictionary; I have ?'watch' up and ?'waterloo' down. However, it could also be ?'wind,' ?'echo,' ?'shadows,' fence or even a ?'footpath.
Jolly jeepers Noddy, are you lost? Let me light your way outta the labyrinth.

Not to worry. I'm here with my good friend Eban Flow.
