Problems with Cable TV

I recently subscribed to cable TV in the New York City area (Time Warner Cable). I experience occasional freezing of the picture and gaps in the audio.

Time Warner Cable tells me to take the power cable out for 30 seconds and then put it back in. However, the problem recurs.

Is there a solution?

Would switching to another provider help? (I think that the only other provider is RCN.)

Comcast
I'm from Philly and I have Comcast cable. I have had the same problem.
Do you have a DVR box ? because that is why my picture and sound freezes up .
