Now if you mean Iraq, I assume that you hold that considerable local
autonomy must be granted to the Shiite Arabs and the Kurds to keep
them in the fold.

On the other hand, if you mean Kurdistan, then I assume you hold that
the Kurds would be in danger of losing all that they have gained in self-
determination assuming Iraq to go to a strong central government.

That's correct, but with an emphasis on oil. The Kurds will not allow the central government to take control of most of the oil fields in the Kurdish north.
