What does Q equal?
I'd say 1.
It looks to me as if the numbers represent the number of bounded areas within the letters.

well, it's the number of complete loops the letter has, so anything like a circle, like o, d, even a, if you leave out the parts that stick out, and ignore that what's left is a triangle, contains one loop. whereas a B, like an 8, has two, and most letters, like L or T or Z, don't have any.
A - one enclosed area
B - two enclosed areas
C - no enclosed areas
D - one enclosed area
etc.
DD's explanation's better, but just to clarify things, an "enclosed area"--which could also be called a closed curve--has an inside and an outside, while an "open curve," like the letter C or S, doesn't.
