Decree of President CHRI, A.-Kh. Sadulaev
"About governmental measures for protection of Chechen refugees in states of Europe and the USA and cooperation with local Islamic organizations".


For many years running, the Chechen had been undergoing genocide of Russian Federation and seeking support and appreciation of European statesmen. We regret to recognize there had been no actual assistance rendered to Chechen people. Furthermore, life of the Chechens in Europe and the USA had been worsening constantly. Moslem-bating and vexations put upon Chechen nationals in the West, impel CHRI authorities to revise a relations of CHRI with the named states. In this behalf, I decree:

1. All official representatives of CHRI abroad to break-off any actions that can be interpreted as solidary with persecutors of Moslems - meetings, negotiations and all sorts of consultations with non-Moslem statesmen, so-called "rights advocates" and "political analysts".

2. CHRI Military Forces generalship to work up measures of support for Moslems in Europe and the USA.

3. All Amirs of CHRI Field Forces to ensure presence of mass squads of mujahedeen in leading European states and the USA, especially in the resident states of headquarters of so-called "international" institutions - Brussels, Strasbourg, New-York, etc. and to commission people and lay out funds for sabotage acts against anti-Moslem regimes.

4. To give special attention to France as a state where Moslems are discriminated most of all.

The decree comes into force since the day of its signing.
