For example, if I have more then 500 posts, and I send pm to somebody who does not, will he receive that message at all ?
yes, he will. he just won't be able to respond that way. but you will still be able to send your email, for example, so that the person without pm rights can email you back...

Welcome to A2K.
The "500" figure is an estimate, not a promise carved in stone. I don't understand the details--and I'm probably not supposed to--but a number of factors are weighed for determining PM access.

And could you explain the word "estimate" ?
"Estimate":
500 plus or minus 10....or 500 plus or minus 20....or 500 plus or minus 50..... Five hundred is an estimated figure.
I've read other PM queries and the Official Answers from the Mods and Administrators don't go into details. Therefore, I don't know details.
Since this question has been marked "Answered" you now officially know as much as I do about A2K's PM policy. The Mods have blessed my vague and cheerful answer.
