Laura, excellent answer. I figured the right answer had something to do with that fourth cigarette. But assuming these guys are all smokers, why waste a good cigarette? The two big guys can throw the littlest guy overboard, making the boat lighter, and have TWO cigarettes each.

The two largest would toss over the smallest and easiest to overpower. Of course, the largest could then overpower the second-smallest and then he'd have all four cigarettes to himself.
