A theodolite is mounted on a tripod (3) plus the operator (2) by means of a forced centering plate, this can extend to 6 feet in height,
"3 arms but only 2 hands"
containing three thumbscrews (arms) for rapid levelling. The operator has 2 hands.
"3 faces all on one head"
Two graduated circles, (faces) one horizontal and the other vertical. Plus the face of the operator.
However, since theo- means God, it could just as well be the trinity etc.
Working with the numbers, and the frequency of use, this was as far as I got.
