How do u know whether to shade above or below the boundary line and how do u find out what the boundary line is?

You find the boundary line by changing the inequality to an equality. That is the boundary. The easy way to find out which section to shade is to pick a point in the area you are interested in and see if the inequality is true for that point. If it is, shade that area.
