It was January the 30th, the mighty snow storm was just initiated.

Thundering in between was surprising all. Blind and Deaf Jack with his stick and in his Pitch Black overcoat & black goggle was trying to cross a newly constructed concrete black road. But he was constantly defeated by the forced winds which were carrying huge volumes of snow. He could not ask for any help as there was no one around. The streets went empty in the early day itself. The west was already infected with heavy snow fall that resulted in power cut here. Streets lights were OFF so also the alternate light Generators.

A black Mercedes came hastily running on the street. It was Samantha in her full rage. Her car had already hit a lamp post accidentally and broke both her headlights. She just wanted to reach medical clinic as soon as possible because her driver was wounded in that unfortunate event. She herself was Night-blind. She was constantly playing horns in order to avoid any further collision. But it was in vain for the DEAF Jack. He was in the middle of the road and the Mercedes came right into his cross path. And Creeeeeeeeeek! There was a loud sound and everything went silent afterwards.

Samantha swept her sweat. Was It too late?

No it wasn't. Jack was still alive. She cleverly applied breaks and avoided the moment of another accident.

The streets lights and car headlights were still OFF.
Moon light was out of question in such a storm.
There was nobody on the road who could shout at Samantha about road crossing Jack.
Jack is born blind and deaf And he had no ways to announce his presence by other means (like loud speaker or ringing bells etc)
Thundering was loud but there wasn't any lighting yet.

So what made Samantha stop at that vary moment?

Were her instincts that sharp? I Don't think so .......
becoz she just had an accident and plus she was already nightblind.

That she was night-blind is a red herring. She saw the deaf man because it was broad daylight. You say several times that the street lights were not working. But you don't say that it was nighttime.
