My daughter with dark brown hair asked for some highlights and now she has some very thin streaks of very blonde and it looks bad. Hairdresser is fixing it by doing a glaze or a toner which should she do? She think she looks best with darker color and wishes it was the way it was before.

Hair is dead protein hanging from your scalp ( which is alive ). Just have a hair-stylist ( man or woman ) who knows what they are doing fix it up the way she wants it.

She wants to look 'put together' and she feels the bad coloring makes her look off.
If it were my daughter, I'd recommend she have a rinse applied by a good hair dresser.
