Usually the whole Good News/Bad News approach puts my back up. Inevitably the "news" is something that is going to require my time and attention--and quite possibly money.
More likely than not, the Question Asker--at least in my neck of the woods--wants me to beg for information. Keep in mind, I'm going to be the person coping with the mess--but the Question Asker treasures the illusion of being in charge.
Ugh!

It would depend on how bad the bad news is. It is usually better to have it done with and then get the supposed good news; although, there are times when the good news is (to me) worse than the so called bad.

If I have a place to sit down, then I take the bad news first (like taking off a big band-aid off of my hairy arm.
Get it done quick as possible. Hopefully the good news will then help me deal with the pain from the 'pulled hair.'
