Well, without special permit, tractor/trailers are limited to 13'6" if I recall correctly. Maybe civil engineers could design to that standard. Of course, if the driver of a dump tries to clear a bridge with the dump body raised, that's on the driver.

Or maybe those bridges could be higher, or at least arched. But I think it's on the drivers. They should know the damn height of each truck they drive.

No bridges are likely to be rebuilt because no money gets spent on such things except in the more dire situations.
