That's an interesting question (I had not seen the episode).
The
Memory Alpha article doesn't really mention much about revived people having a problem with the revival, and notes that a lot of the earlier existence is wiped in the process (I don't know if that's a bug, or a feature). See

I also looked at
Memory Beta, which covers licensed written works and games, which technically aren't canon but can inform canon (such as writer David Alan Mack's character, Keyla Detmer, ending up on the live action show
Star Trek: Discovery). Apparently in the Star Trek Online mission
Dust to Dust, "Captain Harry Kim vowed to force the Kobali to make their revivals a choice, not against their will." See

So neither of them frame it as a crime although part of that is how the articles are written and part is likely due to the framing of the Kobali's actions as being a form of reproduction.
I also checked
Memory Gamma and
ST Expanded which are both devoted to fan fiction to see if the idea had been picked up even though it would 100% not be canon. Neither of those sites had a page dedicated to Kobali, and they both had rather limited references to the species. But note: those are not the only places to find fan fic. Other possibilities include TrekBBS.com, Fanfiction.net, and AdAstraFanFic.com.
This concept could make for a decent fan fiction story.
