Likely corruption, graft, bribes - building inspectors, city officials. Read some of Carl Hiaasen's books - he writes about Florida corruption in all his books. His last one, Squeeze Me, was about the Trump administration. He was a journalist for a couple of decades for a paper in Miami - the Herald, I think.

yes that is sadly true. I guess to me I cannot understand how someone could even think to do that....cut corners and endanger lives. I fully understand minimizing your costs but these guys gotta know in this situation it is dangerous.

Basically you are responsible for hurting and killing no different than if you went into a crowded place and starting shooting the place up - but yet these guys tend to get away with a slap on the wrist.
