Democracy is the rule of the people. Is there a term for rule of the wise?

depends on how you define "wise"
A wise person's action is emphasized on sound judgment, based on knowledge and understanding; the ability to use knowledge and understanding successfully to solve problems, avoid or avert dangers, attain certain goals, or counsel others in doing so. It is the opposite of foolishness, stupidity, and madness, with which it is often contrasted.

No real need for a name for "Rule of the Wise."

I believe a country could establish its legal system to provide for voting only by Nobel Laureates.

Has anything like that ever been done?

I think it is a worthy idea.

Meritocracy might be the word you are looking for.

Iran is another good example. In Iran there is a democratic system, but the real power lies with the Wise leader who has the final rule. However in North Korea the Wise leader has absolute unquestioned power

However, Nobel Laureates and/or winners of other awards, I think would be better examples.

The North Korean leader is decided by the prior leader.

Iran is a theocracy.

Everything else is imperfect and weak.

Have you looked at the list of Nobel Laureates. Some of them were smart and noble.... but I sure as hell wouldn't want to be ruled by them as a group.

If you want to be ruled by the Wise... North Korea has a good system. Having one supremely Wise leader select the next supremely Wise leader ensures that every leader will be supremely Wise.
