In order, the generally accepted four colours are Green, Blue, Red and Black although yellow and orange have been making an appearance in recent years. What are they used for?
P.S I immediately thought passports but the sequence is in order!

Belts for a system of Martial arts? It sounds like Tae Kwan Do.
First I thought they were beach condition flags, but perhaps Ski trail marker colors?

I think that most likely is martial arts belts. Except no brown belt is telltale.
