PACs and SuperPACs

I have noticed TV commercials for or against a particular candidate.

At the bottom of the screen at the end of the commercial in small print is a notice that the commercial was not paid for by the candidate's campaign.

Are such commercials paid by a SuperPAC? Or by a PAC?

In prior years I don't remember viewing such notices. Did the FEC recently change its regulations?
