I have recall reading about quite a number of cases of African Americans resisting arrest.

Do African Americans resist arrest more than other groups?

Officers say they do. It's completely up to the officer to decide

If someone knows they have broken no law, believes that they're being singled out because of their race, and realizes that they're quite likely to be brutalized by the arresting officer(s), I could definitely see that as a contributing factor to the decision to flee.

Perhaps they would need to give evidence to support their realization that they're quite likely to be brutalized by the arresting officer(s).

In the cases that I read (e.g., Eric Garner) the officer struggled to effect the arrest.
