May I open a bank account in a foreign country (e.g., a U.S. citizen opening a bank account in a Canadian bank)?

I am not sure but...

When I was in Germany, I went to a bank to exchange USD you Euro and I could not because I might be laundering money... If I had an account then I could. I asked what I would need to do to have an account and was told I could not.

If you are living/working in a foreign country, you can. A lot of banks are hesitant these days to let Americans open accounts because the US has a lot of reporting laws about US citizens banking abroad that makes it a headache for them. You can google it for Canada and get information and what kind of identity proof you need.
