Photo depicting politician: use for a poster competition

Hi,
I've found a photo on pinterest.com depicting well-known US politician and two other guys eating ice-creams at Florida Ice Cream Festival. I want to cut him out, modify his depiction a bit and use it for a graphic design university poster competition that requires no use of copyright infringed material. Can I do it? PS I don't live in USA.
