Are Gothic "lþ", "lf" ("rþ", "rf") exceptions from the Verner's law ?

I mean

hlaifs > hlaibōs

but

wulfs > wulfōs

........

arbaiþs > arbaidē

but

wairþs > wairþōs

ainfalþs > ainfalþōs
