Sadly I think it's a state government beat-up. From memory Mike Rann (the Premier) announced it. That means that when it goes awry that the responsible Minister will have to announce it. Mike only announces the good news, the difficult stuff he leaves to his Ministers.
No, I think this is not what Mike has made it out to be. Our Mike could teach Tony Blair a thing or two about spin, I've become quite cynical about his pronouncements.
