Skype seems to load OK. I have money in the account. The only two 'calls' I can make to 'phones' that are on line are 'Skype' and 'Skype self test'. They both came back 'No connection.' My Wifi is up and running, can receive and send emails, go to other URL's etc. My old WEBMaster tried to help, called me, I called him . . . No luck. Oh, and I'm on a Mac, version 10.11.6. It's been a while, but years ago I was able to make a number of calls. Haven't been trying to use it lately.

Have you checked to see your Skype has been updated? If you haven't used it for a while and you don't have automatic updating, it might be out-of-date and unable to connect.
You might try visiting the Skype website and downloading the latest version for Mac.
