The issue of governance has been an age old discourse. Since, the beginning of man, in particular the foolish Adam, 'man' has sought to co-exists with other 'man' and animals. But, the real issue is, "Has 'man' governance of his/her peer provide a genuine assistance from his/her past experience?"

The way the question is worded appears to have 'man' going in a circle of time, possibly back into the past. Its almost psychedelic. But no, that doesn't quite work either. Need clarification of question...wording...syntax.

Yes, clear as water. But I disagree: in a "circle of time" you can also go back into the future.
