before we get to dues , we must come up with and adopt bylaws and seek 501 3c status.

Initially I felt we should get a committee on that immediately, but no one really has authority to appoint a committee yet.

We'll need to establish an International Electronic Congress with the express authority to appoint smaller congresses, or committees.

But since this is an international club, we should probably get permission from every single country and Texas.
