I doubt this is the answer, but I like 27. It makes the total and the averages squares. There is also a square number of pieces.

What is the significance of the numbers then?

Hold on a minute, is it the number of electoral votes for each state at the convention?

Yes a pattern........duh

Why I say 40,..I can't explain my reasoning for it, thats just what I think it is........lol Theres just something with the pattern of the numbers that leads me to believe that.........

27 yields a "perfect" square, since 28 is a perfect number. :wink:
