Generally we are willing to give enough hints to let people do some work to figure it out themselves, but we generally don't give out the answer for someone to just copy and paste into the LC.
In this case, we worked together to find the names of the neggs in the picture and you'll notice someone gave a hint about reading them from top to bottom instead of left to right. I would probably go one step further if someone as asking for additional help, which would put it at the point where someone ought to be able to just crank out the answer without any inspiration (subject to the issue of the swapped neggs). However, I wouldn't put in the actual answer until after the prizes are awarded next week.
Regarding the spaces, although there are not spaces in the picture, I think it is clear that if you looked for the answer in Neopia, it would contain spaces, so I included them. They may accept answers with or without the spaces. I do recall other puzzles where the question was presented without spaces, although I don't remember examples of cases where the answer was enciphered directly so I don't know if they always included spaces in that case or not. Anyway, as I mentioned above, I think the controlling issue will generally be how the answer would be found within Neopia.
Regarding the switch of the two neggs, if you click on someone's name in the posts, you can private message them. That would allow you to discuss an issue like that without posting too much of the answer in the forum.
