Ah, good thought. They could have given us multiple lines with implied spaces at the end of each line. I'd start on the assumption they haven't however, so that if we put all the tiles in one row, to make two rows of text, we can read the question.

Let's think logically. There are likely FOUR or FIVE words in the top row, and SIX on the bottom. This is because there are four spaces for the top row, and five for the bottom.

There MIGHT be a space at the end of Line 1, or there might not

Also, There is only one space on the top row...

which is extremely odd, because that means either the top row forms only one word, or that there is a large number of lines

No, there are four spaces for the top row. Three of them have letters on the bottom.

We're not looking at a four line question, it's a TWO line question

I was about to say we couldn't make the word COLOR to go along with the possible PAINT, since the two Os are on two different lines, but then I realized that one of them was with an I and you could turn that tile upside down and still have valid letters!

I'll still say we can't make the word COLOR, though, because Neopets would spell it COLOUR and there is no U.

We need to keep that tile rotation in mind, though, just in case they decided to be really tricky. I believe that is the only possible tile to which you could do that.

Might actually be one or more spaces at the end of either line. I would assume that both lines start at the left side with no initial spaces - anything else would be too artificial.

If there is a space at the end of the last line (after the question mark), the B doesn't have to be at the end of a word. I'm guessing that is the case.

The problem is, when you start building, there is no A piece with a T below it


so you get

with nothing to put after it

What Petpet Species is..
If you have what...under that the letters can NOT make a word that would fit. The tiles have to use both top and bottom..you cant split them across the middle.

but wouldn't it be possible for one with a space to go past the question mark? does it specifically say it is rectangular?

Possibly, except I get PECIES ID L under WHAT PETPET - two problems:
1. Only one of the P's for PETPET has an S under it, and
2. The S to start SPECIES would have to have either an S or an N above it, leading to SWHAT or NWHAT.

Afraid not.

the other possibility with the b is that it is part of a word that continues onto the 2nd line.
