The clue in the LC instructs you to go to some pet's petpage. There you'll find another code. That's the question you have to answer.
I went with this. Number the letters from left to right 1-26. Then follow the directions....

Okay, here we go:
First, move the ones that can be written with all straight lines. Note that straight means NOT CURVED. Which means ones with DIAGONAL lines are still straight. Write them in REVERSED ORDER.
Next, take letters 9-16 and reverse them.
Next, remove letters that begin Neopian Months. Those letters are S A R E H G C. Move them to the beginning (IN THE ORDER THEY ARE IN THE ALPHABET YOU HAVE SO FAR).
Next, numbers in prime number positions go to reverse order in the end. Those are in positions 3, 5, 7, 11, 13, 17, 19, and 23. For those of you who are bad at math, 1 is NOT a prime number.
Finally, take the letters that are in the name of the Grand Bogen, and move them to the beginning, in alphabetical order. The Grand Bogen is named RUFUS. Remember that this is in TRUE alphabetical order, not your mixed up alphabet.
