Concerned this might be mold in my grandmother's apartment

My grandmother is currently in a nursing home, being rehabilitated after a fall. She asked me to check on her apartment for her, and I did so. I'm already not a fan of the apartment, as the landlord does below the bare minimum to keep it up (if you can even call it that), but I was extremely concerned to see this behind her kitchen door, in the corner. This is an outside wall, and there is some visible cracking in the exterior wall, so it would make sense that some moisture is entering. Here are my image links:

The mold may be occurring because of an outside entry point of moisture or possibly from its close proximity to the radiator and its valve and the moisture it releases.

Wherever it is coming from, contact the landlord/owner/manager and if they don't or won't do something, hopefully there is a department of health and a department of buildings in your town or city which can help.

In all cases, start keeping documentation of all communications.
