Not quite, the Celts (and Picts) were inhabiting these Islands before the Roman invasion. Successive invasions by the Saxons, Vikings and Normans pushed most of the Celts to the fringes, Ireland, Wales, Scottish Highlands and Cornwall, and there's been a lot of moving to and fro since.
Glasgow Celtic football club's supporters are made up primarily of those Glaswegians whose ancestors emigrated to from Ireland during the potato famine, as opposed to the protestant supporters of Glasgow Rangers.

This dance appears to be more a combination of Irish dancing and flamenco than anything else.
While most of the steps are straight from Irish dancing, a lot of the arm movements are reminiscent of flamenco, rather than from Irish and/or Scottish dancing, both of which have quite restrictive arm movement.
