Another riddle

Sorry if you have seen this before but here goes.

A man lives on the top floor of a high rise block of flats.

He always takes the lift down to the ground floor but has problems returning up to his top floor.

When it rains he gets the lift to the top floor fine.
When it's dry he gets of at floor 5 and walks the other 15 floors via the stairs.

WHY????

He's a midget, and he can only reach the Fifth floor button in the elevator. However, when it rains, he's got his umbrella with him, and he uses that to hit the Twentieth floor button.

Dont blame me people I didnt write the damn thing.
