Voltage reading 36V in all 120v outlets

My buddy just bought a pre-fab trailer( i guess u would call it).anyway the main panel is feeding a 100A sub panel. When i put my voltmeter to test voltage it reads only 36v.And that's for everything like all outlets etc.am i missing something?
