Is this mold?

My husband I had never seen this there before and the fact it is on both sides of the wall has both of us concerned that it could be mold. We showed the pictures to the people in charge of this place and she said it was some type of foam used for insulation/ sealant.

It's just spray foam insulation, not something I'd worry about.
