Use of Government Insignia - Great Seal of the United States

I noticed a private company using the an improvised version of The Great Seal of the United States as its own corporate emblem.

Is there any prohibition on private use of the U.S. Government Seal? How would a citizen report to the government the seal's unauthorized use?
