Why can't I login into Facebook? says "can't login to facebook"

Every time I try to login with my email it says
"Can't login to facebook" "We noticed some suspicious activity on your account that needs to be reviewed. Until then, you won't be able to access things like your News Feed or messages. Learn More about why your account might be disabled." My friend didn't do nothing wrong and he tried to appeal a disabled account form and it says its not disabled no need to appeal that form.

He can reset his password easily but still can't login into Facebook he also tried filling out that appeal "My Personal Account was Disabled" it also doesn't go through says "Incomplete Form" He filled it out correctly. I don't know what is going on been 3 days now.
