For one, the populace support will not be required. All that any president needs to manipulate the system is access to all this cyber spying data. Like Hoover did with FBI files, at power 100... Look at the FBI's announcement that they were reopening their investigation into Clinton's email. There was absolutely nothing in there, it turned out, and yet that had a significant impact on the election.
For two, a good proportion of the people already accepts and welcomes the idea of dictatorship. Look at how a lot of people reacted to Snowden with a lynching instinct. They wanted him killed or arraigned, and cared not about what he was revealing. Look at Frugal here who thinks that democracy is mob rule. He is not the only one. Heck, look at yourself and how easily you argued that Californians do not deserve equal representation because they are "unique"...
There's no reason to assume Trump will use his vast powers benevolently. There are no workable checks and balances anymore. Many people are confused and angry. That's a powder keg.
