I think you left out a number. Are you sure it isn't:
10 11 12 13 14 15 16 17 20 22 24 ? 100 121 1000

If so, the answer is 31.

The sequence is the number 16 represented in bases 16 through 2.

Yes, you are correct, twice. I indeed did leave out a number, and the missing number is 31.
