Edit [Moderator]: Moved from Reference to Business & Technology News.

I'm not sure if this is the right place to post, if it isn't please will a mod move it. Thanks! But er - I need help with the following passage:

World Trade: Selling Services

The fastest growing area of world trade is the service sector. The rich countries have concentrated on business and financial services, while tourism and travel dominate poor country services. There is controversy over moves by rich countries to sell services like telecommunications, water and public transport to poor countries.

I understand the first bit, but the bit in bold italic is what I don't understand. Why should there be arguments on rich countries selling services to poor countries? What impact does it have on their developments?

Please help I need this before monday. Thanks! Very Happy
