May a U.S. citizen who lives abroad and only comes to the U.S. to vote in U.S. elections vote?

Could he use an absentee ballot and not come to the U.S. at all? Could he vote in State or local elections? Which one(s)?

I believe the answer to your question is yes. Here is a link that I think will answer all of your questions.
