I have a desktop PC and wish to try twitter. After I go to the twitter.com website, how do I address my message to a particular person (i.e., to a twitter handle, say @xyz)?

Use the @ symbol.
E. g. if you want to tweet to CNN, use @CNN <-- this can be in any part of the tweet. It counts toward your allotted 140 characters.
